The hard coded fi ligature is just a stylistic choice where and hard coded fractions actually has meaning. 1/2 can mean something else then ½.2 -

Having nodes at ~45° makes it very difficult to keep the stems in sync.2 -

It is not just about the feature syntax. But some lookup types can store ranges and that can save some space. Same for cmap.1
